Board of Revenue

Introduction 

  • The Board of Revenue is a type of Revenue Court in India. 
  • The main aim of the Revenue Board is to resolve all matters related to Land Revenue, matters involving boundaries of agriculture land and tenancy. 

Constitution of Revenue Board 

  • Board Member 
    • It consists of a chairman and other members as selected by the State government. 
    • The board members give it decision regarding the matters of disposition, appeals, or modification. 
    • The board members work in accordance with supervision, direction, and control of the state Government. 
  • Commissioners or Additional Commissioners as appointed by the State Government. 
  • Collectors or Additional Collectors 
    • The collector is the person in charge of the revenue board. 
    • Each district shall have a collector, and an additional collector as appointed by the State government. 
  • Assistant Collectors 
    • State Government may appoint assistant collector first class to serve as extra sub-divisional officials for one or more tehsils in a district. 
  • Chief Revenue Officers 
    • He will be designated to one or more tehsils by the collector. 
    • He will keep the records of the village and ensure that the records are maintained, supervised, and corrected, among other things. 
  • Settlement Officers and Assistant Settlement Officers 
    • Helps in resolving disputes between the parties. 
  • Record Officers and Assistant Record Officers 
    • These officers are responsible in maintaining records of the parties required in day-to-day dealings of the revenue courts. 
  • Tahsildars and Tahsildar (Judicial) 
    • He is a tax officer accompanied by a revenue inspector. 
    • He is responsible for collecting taxes from tehsils on lands. 
  • Naib Tahsildar 
    • The state government may appoint naib tehsildars for tehsils as required. 

Power of Revenue Boards in India 

  • The board may ask for any records related to any proceedings to check the working of the subordinate courts. 
  • It is to ensure that the due process of law is being followed at lower courts. 
  • The board has the power to Suo moto or on the application from any person may review its own order or may pass ant order as it may deems fit. 
  • The board has the power to transfer the cases from one revenue court to another or court of higher or equivalent rank in the same or other district. 

Jurisdiction of Revenue Boards 

  • The revenue board has the jurisdiction to deal with the cases independently and the civil courts have no jurisdiction to entertain such suits which fall within the ambit of revenue courts. 
  •  The board of revenue is the highest revenue court in a district. 
  • The final appeals to be heard by the Board of revenue. 
  • It has the following courts subordinate to it: 
    • Courts of Commissioners 
    • Collectors 
    • Tehsildars  
    • Assistant Tehsildars
