Who is N Kotiswar Singh? 

Justice Nongmeikapam Kotiswar Singh was born on 1st March 1963 at Imphal, Manipur. He completed his schooling from West Bengal. He graduated from Kirori Mal College.  

How was the Career Journey of N Kotiswar Singh? 

  • He enrolled as an Advocate in 1986 in the Bar Council of Delhi. 
  • He served as the Standing Counsel for various Public undertakings and Government institutions. 
  • He has served as the Advocate General of the State of Manipur. 
  • He was designated as Senior Advocate on 31st March 2003 by the Gauhati High Court. 
  • He was elevated as the Permanent judge of Gauhati High Court on 7th November 2012. 
  • He was appointed as the Judge of Manipur High Court upon the creation of Manipur High Court with effect from 23rd March 2013. 
  • He was appointed as the Chief Justice of Jammu & Kashmir and Ladakh High Court by the President on 12th February 2023. 
  • He was sworn as the Chief Justice of the Jammu & Kashmir and Ladakh High Court on 15th February 2023. 
  • He was appointed as the judge of the Supreme Court on 16th July 2024 and took oath on 18th July 2024. 
  • He is the first judge from the State of Manipur to be appointed as the Judge of the Supreme Court.  

What are the Notable Judgments of Pratibha M Singh?   

  • Indian Council for Enviro Legal Action v. Union of India (2023) 
    • The Court held that if it is ultimately proved that public health is affected, the Courts cannot lightly deal with the matter. 
    • Underlining the importance of environment the Court held that the discharge of noxious substances in water bodies should be dealt with strictly. 
    • The escalating pollution level in the environment affects both the human beings and the animals and hence should not be dealt with casually.  
  • Moirangthem Boboi Singh v. District Magistrate (2014)  
    • The challenge in this case was against the detention of a person under Section 3 (2) of the National Security Act, 1980. 
    • The matter was before the Division Bench of the Manipur High Court. 
    • The Court held that “ it cannot be said that there was proper application of mind by the detaining authority while concluding that the petitioner, who was already under custody, was likely to be released on bail.” 
    • Thus, the Court found that the detention is unsustainable in law. 
  • Ningombam Rameshwar Singh v. Bharat Petroleum Corporation Limited (2018) 
    • The case pertains to Public Interest Litigation related to accidents at places storing highly inflammable materials. 
    • The Court restricted licenses to anyone for storage of any inflammable article till the State Government frame such safety guidelines including
